Digital Britain: Every home could have download speeds of 2 megabits per second under the new plans Every home in the country will have broadband internet access in time for the London Olympics in 2012, under radical plans for a Digital Britain. The links will provide minimum download speeds of 2 megabits per second - enough to enable people to watch online coverage of the Games - to any household that wants it. A commitment to universal broadband will be the centrepiece of an interim report from communications minister Lord Carter, which is published today. Other conclusions could include a levy on broadband bills to compensate film and music companies for their losses from illegal downloads - which could a total of £1 billion over the next five years - and for Channel 4 to be pushed into a merger to ensure its future as a public service broadcaster.

Estimates suggest the cost of the universal broadband could run into hundreds of millions of pounds. It is likely to be funded by service providers, such as BT, Sky and Virgin, as well as mobile phone operators, broadcasters and web content owners. That raises the prospect that the BBC, which operates the popular iPlayer system to watch programmes online, could have some of the licence fee ring-fenced to help pay for the roll out.

Ministers see the communications sector as a growth industry for the country that can help boost the economy. The sector contributes £50billion to the UK, and the Government believes it will be the backbone of the nation's economy in the years to come. 'Internet access is not just about entertainment,' one source said last night. It is also an essential tool for business and learning. There's a social case for this commitment.

About 40 per cent of homes did not have broadband by last year, according to Ofcom and some households - especially in remote areas - lack the necessary infrastructure to support it.

Under the Government’s universal service obligation, BT must provide fixed-line phone services and narrowband internet access to every household that wants them at a cost of up to £74million a year. Communications Minister Lord Carter said this month that broadband 'is an enabling and transformatory service and therefore we have to look at how we universalise it'.
His final report, Digital Britain, will be published in June. It will outline plans to boost the internet and communications industries, as well as dealing with illegally copying and sharing music and films online.

The Times reported that Lord Carter is to propose creating a body to mediate between internet service providers (ISPs) and music and film companies. It would provide information about people who repeatedly infringe copyright by copying and sharing files, and be paid for by a levy on ISPs, the paper said. Such a charge could be passed on to broadband customers.
Professor Martin Cave, a telecommunications expert from Warwick Business School, said the country needed to create a network of fast fibre optic connections.

'Large-scale fibre optic investment is essential and UK policymakers must resist introducing any sort of regulation that deters private companies from spending the money needed to upgrade our internet infrastructure,' he said. 'With the increasing use of the internet for online gaming and downloading music, we need to allow the internet to evolve and develop in order to cope with these new demands. 'New technologies such as the BBC's iPlayer require much faster processing and no delay in transmission.'

Lord Carter's report is expected to push for a merger between Channel 4 and either Five or BBC Worldwide to create a viable non-commercial competitor to the BBC. Last week communications watchdog Ofcom warned that Channel 4 faced a bleak future unless such a deal could be reached. In a speech today in London, Gordon Brown said Lord Carter's report 'sets out the scale of our ambition to compete in the digital economy'. He will add: 'Our digital networks will be the backbone of our economy in the decades ahead. 'We know that every aspect of our lives - every school, every hospital, every workplace and even every home - will depend on the services the digital network provides. 'It is as essential to our future prosperity in the 21st Century as roads, bridges, trains and electricity were in the 20th Century.

BACK TO SAINBURY'S NINE ELMS - SCAPE GOATED SO CALLED "LOCAL RIFF RAFF" NOW ON THE UP 'N' UP.





As blogged a month or so ago (>here<) when SAINSBURY'S toilets hit the conked out doldrums for days on end Sainsbury's management speak fingered local folk as "riff raff" and blamed them. Room for positive improvment there for sure.

METRO MONDAY - SADISM AND EXCREMENT TO GET US STARTED.

STOCKWELL TOILET WATCH - UNDER OFFER.


Er... can't say too much at the moment, commercial secrets are very much at the heart of things but somebody with an alleged spook background and far far away connections has made a bid for STOCKWELL TOILET WATCH. There is a LOT of money involved. If STW changes hands it could therefore result in a single 24/7 automated toilet being located on the central Stockwell clock tower island. And if ultra smart business man Peter de la Mandelson closes STOCKWELL POST OFFICE that could become a CTS karsey. And if he additionaly de-commissions all except one of the local SW4 post boxes there could "pissoirs" galore conversions.

So things are looking up after 20 plus years of abject local toilets neglect. A lot of this innovative entrepreneurial leap-frogging has to be credited to ONIONBAGBLOG's masturbating on about blogging being a symptom that an area is on the up'n'up. I am - confession time - all of a twitter.

Can't name the guy in pic - commercial secret. It could be that by 2015 STOCKWELL will have its first runway - not that outlandish a speculation as the same was mooted some years ago when totally barmy STOCKWELL PARTNERSHIP had a plan to turn Binfield Road into STOCKWELL VILLIAGE SQUARE. Ah poor old George he meant well - altho certain Portugese Forum elements have voiced grave doubts.

STOCKWELL TOILET WATCH ATHEIST BUS CAMPAIGN


The Ad' says it all really. LAMBETH CRAP COUNCIL circa 1988 and ever since might like to large it about how amazingly prophetic and all powerful it is - almost Godlike. Pull the other one its got bells on. Excellent at pulling strokes, doing the dirty so far as public toilets are concerned but so far as CENTRAL STOCKWELL is concerned LAMBETH is 2 million percent plus unable to re-provide any facilities at all. LABOUR'S STAND UP FOR STOCKWELL BLOG has recently publically conceded that the situation is CRAP and (at least overtly) it isn't actually calling on GOD to do the necessary. It wouldn't do a lot of good anyway any more than LABOUR's normal claptrap re public toilet provision. Not that the LIB DEMS are any better - they were in power in STOCKWELL WARD for 12 years plus and never ever addressed the problem at all - BOGROLL BOTRALL and all that. So roll on the STOCKWELL TOILET WATCH ATHEIST BUS CAMPAIGN. Make sure you empty your bowell etc., before leaving home cos' there sure aint no GOD about the manor at the ready with a loo facility. Oh no!!

LOCAL ALMOST NON - EXISTANT STOCKWELL LOOS versus UNPLUGGED HOLES IN THE PAVEMENTS AND ROADS.




Alex Bigham of STANDUPFORSTOCKWELL Blog (see previous post immediately below and foto immediately above) has highlighted an uncapped hole in the pavement of STOCKWELL PARK CRESENT and has drawn attention to the dangers that could arise therefrom. His blogspot has had a visitiation from LAMBETH COUNCIL "LEADER" (so-called) Steve Peed (also known to this blog as GRIMEBALL REED >here<) who has commented that such uncoverings are an urgent and worrying problem).

One wonders if the de-cappings and lid removals are the result of locals "caught short" looking for somewhere to urgently off load their you can guess what. Without any comment Steve Peed has by-passed Alex Bigham's 2 same day posts about the dire state of, and urgent need to improve, public toilet provision in central Stockwell. Well he would do wouldn't he!! So no change there then. "Bog - off" on that one seems to be his unwritten response.

Of course en route to Stockwell Park Cresent from central Stockwell at this historical juncture one discovers the above photographed lovely blue loo portacabin located in a St Michaels Road front garden.
Just a few minutes further on having avoided dropping into Alex's Stockwell Park Cresent pot-hole one nearly comes a bicycle tumble because of sizeable dangerous holes in the Robsart Street road surface tarmac and espies (top photograph above) Robsart Street's public conveniences. All shut down and closed 24/7 through 365 days a year of course. So maybe Lambeth folk ARE using holes in the local pavements and roads (and front gardens!!) to relieve themselves. Oh not Steve Peed of course he would never do that!! I reckon he's a MIDDLESBORO are PLAYING AWAY SUPPORTER - in fact I am sure he is.

So to summarise for clarity's sake - on 1st January 3 blogspots posted on STANDFUPFORSTOCKWELL - 2 on the 20 years long utterly deficient state of public toilets in central Stockwell and a 3rd post about a lid missing off a pavement pothole. LAMBETH COUNCIL "LEADER" (so called) Steve Peed posts a "COMMENT" re the pot hole but remains lock-jawed about STOCKWELL'S non existant public loos.

The above is a reproduction of one of two the local toilet provision STAND UP FOR STOCKWELL blogspots posted yesterday, 1st January 2009. The above post differs from the 2nd (not reproduced here) in that the one not reproduced here contained details of local premises that are now COMMUNITY TOILET SCHEME participants - all of which such details have already been posted on this blog (>here<) and so to repeat reproduction on this STW blog seems unnecessary.

This STW blog has made very pointed cricisims of STAND UP FOR STOCKWELL for not having carried any helpful news or advice about the lack of and dire need for CENTRAL STOCKWELL public toilet provision. This blog, as a consequence, has been in contact with STAND UP FOR STOCKWELL and it does now appear that those contacts have had BEGUN to have a beneficial effect.

The comment left today by STW on the STAND UP FOR STOCKWELL blog in response its openly declared need for more STOCKWELL TOILETS blogspot is as follows:-

"I am glad (understatement) that these latest 2 postings attesting to the serious need for improved local Stockwell public toilet provision have been uploaded. It will be helpful if there are positive outcomes resulting from your letters to local businesses to participate in the CTS scheme. I decode your decision as indicating that even 11 months after Lambeth Council took the CTS decision the businesses you lists had not already been written to as potential participants. There still needs – in my view – to be some 24/7 provision and as per Camberwell Green there could be a 24/7 automated public toilet located on the central Stockwell island – there is very easily enough un-used space. I trust that this blog will reasonably update on what progress is being made. The blog might also seek CTS users to feed back information about the success or otherwise of the scheme. There have been serious problems in some locations countrywide where the scheme had been introduced".

Alex Bigham the STAND UP FOR STOCKWELL local LABOUR PARTY blogger has recently indicated by email to STOCKWELL TOILET WATCH in response to our earlier critical postings highlighting shortcomings with the CTS to date that he would up-load information about local toilet provision, and would look into the operational shortcomings (signage etc.,) that STW had identified -so yesterdays welcome STAND UP FOR STOCKWELL postings did not come as total surprise. Although yesterdays postings are the very first real publicity by STOCKWELL LABOUR PARTY and its 3 local WARD COUNCILLORS during the 3 years plus period that STW's blog's initiator has witnessed.

STW is far from optimistic that a number of the central STOCKWELL BUSINESSES that STAND UP FOR STOCKWELL is in the proces of contacting about participating in the COMMUNITY TOILET SCHEME will become particpants. So it is hoped that there will be forther STAND UP FOR STOCKWELL feedback on the responses that are recieved.

It is also hoped that STAND UP FOR STOCKWELL will promote open discussion about public toilets initiatives additional to the use of business premises toilets - namely (1) the installation of a 24/7 automated CENTRAL STOCKWELL toilet - and (2) that it will also recommend to central government that it should legislate to make it obligatory on local authorities to provide public toilets. The latter suggestion has been mooted with Andrew Bigham who as yet has not responded.

I don't know if Lambeth wrote originally, imagine they did, but I will make the specific point in the letter about lack of provision near to the station, and follow up from the letters. I will raise the point re 24/7 provision with the councillors, but lets try to get a CTS near the station for now - this would seem more likely in the short term.
