see here Kilroy has now blogged MAYORAL candidate SIAN BERRY to campaign for improved public toilet provision - has requested her to openly campaign to make it obligatory by law that local authorities should provide public toilets. Her attention has also been drawn to the Greater London Assembly (March 2006) Report "AN URGENT NEED" which recommended that pro-rata public toilet provision for women should be twice that which is provided for men. Instead we have silence on the issue from the Green Mayoral candidate. Will this change during the ongoing mayoral campaign?

Meanwhile rather like one of those long running West End Theatre productions local folk and others continue to use corners on the
Studley Estate as public toilets - including
BETTER BOOKIES precinct and the
Studley Estate WAR MEMORIAL GARDEN TREES/ deep shelter boundary wall - see earlier
(14 Dec 2007 post ) TREES FOR SHITTIES. Of course these aren't the only locations - last evening there was quite a lot of weeing going on - Studley's old trees aint pissoirs but they sure get night-time treatments.

2002 was quite a
Hyde Southbank Homes Kilroy year. For months on end it became necessary to stimulate a fight-back campaign against
Hyde to recover an £80 rent overpayment made to them which they were in denial of even though there were full receipts for payments, bank account statements, rent account statements etcetera.
Hyde simply didn't want to make the repayment and its officials played stonewalling games for months on end. Faced with a tenant publicising around the estate what they were up to they quickly got into threats because they had an unruly fight back tenant. No matter that they well knew that it was their own operation that was basically – meaning fundamentally - at fault. The fight back tactics included throwing back at
Hyde pointed re-jigs of their own regular
BRIGHTER FUTURES and other propaganda items.
Then as now some –
not all but some –
Hyde brochures and/or other ephemera were sickeningly over the top. Anyway after months and months following repeated supportive
pro refund interventions by
Hoey and local Ward Councillors, by early 2003 the refund finally got made. To be clear
HSH Sacha Jevans who as posted on this blog is currently on the
Kilroy “MISSING PERSONS” list was
NOT in 2002/3 on the
HYDE plot in any shape or form what-so-ever.
The above poem was a
NATIONAL POETRY DAY 2003 satirical campaigning item distributed to
HYDE and locally around the central
Stockwell area.
HSH's director at that time was
BRIGHTER FUTURES columnist
AUSTEN REED. On Monday a series of cartoon satires that were also part of the
RENT REFUND CAMPAIGN will be blogged. A point of principle is involved here and it is this – in the face of indifference
or worse on the part of those in power is it not justified to campaign by using means additional to what might be described as conventional. This is what is at issue with the current
STOCKWELL TOILET WATCH campaign.
LAMBETH COUNCIL can absolutely stonewall or in contrast pump out absolutely oceans of its own manipulative arguably unbalanced
and thereby in a sense abusive propaganda but it is
KILROY who gets fingered as
"the abuser" and gets shat on but not the
Council.
After
Hyde refunded
Kilroy's monies in 2003 they accepted in writing that they'd behaved badly but said that they'd not awarded compensation because of
derogatory comments made about
Hyde officials – indeed they stated that it had been the campaigning that had prejudiced them against making a refund. Of course
derogatory could also be used to describe the absolutely fraudulent attempts made by
Hyde for months and months on end to deny an absolutely justified and provable refund. So when there are no local
Stockwell Public Toilets for another 20 years it'll be because
KILROY had prejudiced the Council and its minions against doing the necessary.

A number of recent Kilroy posts have covered so far unsuccessful attempts made to engage
HYDE SOUTHBANK HOMES. As posted
HSH managing director SACHA JEVANS for whatever reason has become a
“MISSING PERSON” most conspicuously so because of her non responses. She had been reasonably requested to indicate whether
Hyde's “Board” (which includes 2 local Lambeth Councillors) had done anything at all in recent years to address the central Stockwell problems that have arisen because of the closure of our local public toilets.

Yesterdays post outlined various arguements and indicated that steps had now been taken to try and engage
Mr. Jonathan Radcliffe, Hyde's newly appointed “anti social behaviour” officer. The faint hope was that he'd be prompted by a poem or two to engage
Sacha Jevans in the hope the he might be able to effect a more sociable communicable outlook on her part. Printed on a small fold over card the two poems were:

Dear Mr. Radcliffe.
I hope that you won't be getting very many reports poetic or otherwise fingering your H S H Managing Director SACHA JEVANS for being anti social. As you might expect given that I have lived nearby on the Studley Estate since 1954 from when it pretty well first came into commission I have had variable responses from housing officials about inevitable matters that
have tended to arise from time to time - in the main they have been okay both during the period when the housing stock was Lambeth Council managed and since Hyde took over. They haven't always been okay tho and this latest difficulty ought not to have arisen because there is no justification for Jevans non responses and so given your “housing official” role as briefly profiled in the current edition of HOME GROUND it would be helpful if you could take on board the anti social behaviour of your in-house H S H Managing Director.
Perhaps, as might be expected over the years be it Lambeth Council or Hyde there hasn't been the same enthusiasm on the part of the authorities to pinpoint, acknowledge and/or publicly deal with anti social policies or responses that are in-house – my meaning being that politicians and
officials also behave anti socially but they tend not to get fingered or made to take on board the negative responsibilities for their behaviours. Lambeth's absolutely disgraceful closures over the years of many public conveniences is one such case in point. The anti socials focussed are solely
those who publicly urinate because public toilets have been closed and not the authorities who occasioned the closures.
I have had other experiences of Hyde Anti Social behaviours – before Jevan's arrival – when Hyde for months on end sought to defraud me out of a rent overpayment of about £80 – it took nearly a year to get the refund and believe me the continued devious behaviours of numbers of Hyde staff was absolutely despicable – the monies only eventually got paid back because
despite typical Hyde off the cuff threats I campaigned conventionally and unconventionally and
would absolutely not allow Hyde to get away with it. I am absolutely convinced that many people (as no doubt Hyde was calculating) would not have have the where with all to have got a refund. But this said as indicated above my experiences living here have of course not all been
negative – and on the Hyde record if you were to burrow you would find acknowledgement made on my part that there have been results other than negative ones.

Well life goes on, Kilroy awaits developments but not with baited breath. From the content of yesterdays “covering letter” it is clear that over time far far stranger stronger things than HSH “silences” have formed part of Kilroy's kitbagged experiences.

Monday - ART SHOW starring PRIMROSE and the HSH "AIRBRUSHERS"
NEW "KITE KID" ON THE HYDE SOUTHBANK HOMES BLOCK - PART ONE.
The new kid is Principle Housing Officer Mr. Jonathan Radcliffe. Everybody has to start somewhere. According to the current Stockwell edition of HOME GROUND (which is financially and in other ways supported by HSH) Radcliffe is tasked with sorting ANTI SOCIAL BEHAVIOUR. And so it is that no doubt to his surprise he is being "poetically" tasked by STOCKWELL TOILET WATCH's custodian (so to speak) who is also a HSH tenant, to take on board the apparent ANTI SOCIAL BEHAVIOUR of HSH's MANAGING DIRECTOR, SACHA JEVANS. She has become a “missing person”, hasn't responded to or has even acknowledged quite reasonable requests made to her for possible HSH feedback.
A number of relatively recent posts to this blog have windowed what has been going on to engage the attention of HSH. Most recently for example KILROY FLIES A "HYDE AND SEEK" STOCKWELL KITE(3 Feb), KILROY'S HYDE AND SEEK KITE - PART 2 (14 Feb). The point has been made on numerous occasions by various means and devices in posts to this blog that the anti social behaviours of those in authority – councillors and council officials (for example) never get identified as - or dealt with as - anti social behaviours. Urinate up the famous Clapham Road/BETTER BOOKIES Stockwell pathway 'cos there aren't any local bogs (or ditto behind the trees lining the Hyde Studley Estate War Memorial Garden area) and it is definitely anti social behaviour but the behaviours of those who actually closed central Stockwell's toilets and who have never provided replacement facilities have never been similarly identified as - or officially acknowledged as - having been ANTI SOCIAL BEHAVIOURS. And the continuation of the situation of this problem for 20 years has similarly never been even remotely officially couched in ANTI SOCIAL BEHAVIOUR jargon.
On toilet closures and tone-down cover-ups Kilroy recommends interested parties to read the LAMBETH COUNCIL STREET CARE DEPARTMENT “PUBLIC CONVENIENCES” REPORT that went to CABINET on 28 January. Of course it had to make reference to toilet closures but did so in a cursory devious deflective way and of course there wasn't a sniff of the real truth that (for example) in the case of CENTRAL STOCKWELL its toilet was closed 20 years ago along with 4 other local loos (with a sixth put on hold for later closure). In 1988 it was an out and out ANTI SOCIAL COUNCIL OPERATION.
So visiting ANTI SOCIAL BEHAVIOUR labelling (or even sanctions!!) on OFFICIALDOM is NOT flavour of the month with those in authority, indeed (surprise! surprise!) there is a built in total anathema to so doing. This Council show cases that it is concerned about abuse – however its own reticence in admitting its own many abuses is also an abuse. And this abuse is one that it is about time it grew up and faced up to. Instead it points its grimey fake finger at this BLOG and bullshits about how open and democratic its taken-for-granted approach is. If it was discovered that the closed underground toilets in front of the Tate Library Central Brixton had been used by Blair and Bush to hide secretly renditioned Guantanamo Prisoners with a nod and a wink from so-called democratic local Labour Council Blairites even that wouldn't come as the greatest of surprises.

Am pleased that the South London Press has yet again given over space to the Lambeth's dire public bogs problems. The above Green Party S L P letter is principled and worthwhile as far as it goes and it could certainly have gone further - we still don't know which pop-up pissoirs will ever see the light of day – we don't know how long they will pop-up for if they ever do – it'll probably only be on Friday and Saturday nights and just for a few hours at most so for most of the week pissoirs will be a no no.
This Green Party letter is also surprising in a positive sense because after the disgusting 28 January “PUBLIC CONVENIENCES” Council CABINET meeting at which “GRIMEBALL REED” Council leader (so called) pulled his totally underhand lying strokes (see earlier posts - 28 January - A FILTHY LAMBETH CABINET MEETING and 29 January MORE LOW LIFE FILTH ON REED) the Green Party's Herne Hill Councillor REBBECCA THACKRAY astonishingly wrote that she "rather liked the thinking that was now going into LAMBETH COUNCIL's public toilets proposals" (!!). Kilroy will leave it at that – the S L P letter IS A PLUS in terrain that for the most part is bare and deserted. We'll have to see – if we ever do - how REBBECCA THACKRAY gets on with those pop-up pissoirs.

On January 31st in an earlier post (see "SPACE AGE CENTRES OF PISSOIR EXCELLENCE?") KILROY highlighted the utterly gross 1999 propaganda tactics which Lambeth Council resorted to hoping to close several local libraries. One such was Jeffreys Road Library in STOCKWELL. It had already been closed and just left for years standing empty to decay and rot. The above poster was a pre-Kilroy Save Our Libraries Campaign item. Like the current STOCKWELL TOILET WATCH campaign this item so upset local Stockwell Councillors that one had the gall to threaten that for placing the item hereabouts to help publicise the LIBRARY CLOSURES SCANDAL those responsible could be prosecuted for "environmental pollution".
This from a Council that by then had left Jeffries Library closed for 6 years with the building rotting and decaying. So the ongoing "Grimeball Reed" Lambeth Council sanctions against KILROY for his current public toilets campaigning activities come as less of a surprise than would otherwise be the case.
